It is my pleasure to recommend Larry Lulay. Larry has worked as the Webmaster for many years at the Department of Education. Over our time working together, I have collaborated with Larry on a variety of projects and operational work. During that span I came to appreciate Larry's strong sense of customer service, his creativity and his drive to deliver the best product to his customers. His work reflects who he is and he puts himself fully into everything he does. Larry has consistently managed projects well, and assisted his customers with professionalism, courtesy, and skill.

Larry has incredible engagement with his customers. He invests in the people he is working with and anticipates their needs. He does more than what is just asked of him and goes beyond to do what is needed. Larry designed a web application with the Career and Technical Education Team to help match kids with potential career fields. He envisioned what this application could do to help provide students and parents with important information so they could plan for their future. He advocated for this program to be leveraged to its full capacity and continued to work with customers to ensure he stayed on point with their goals.

Larry also has a strong desire to look for ways to improve his work. It is one of his defining characteristics and his strongest attributes. He is hungry to take on new challenges, even those beyond the current projects he has. He would sketch out ideas and run them by me for different ways to approach issues or problems he saw coming down the road. I always appreciated his forward thinking and his willingness to share those ideas with me.

This combination of traits makes Larry an invaluable asset to any team. His experience, skills, and abilities make him a strong candidate, and those are hard to find. I wholeheartedly recommend him without any reservations.

I started working with Larry in January 1998 - when I was a contractor on the Database Initiative Project.  In 2002 I became the Department's Director of Technology.   Larry was working in an ISS8 classification as the Team Leader of our application development group.

He currently coordinates five ISS7's, two ISS3's, and an ISS1 position.   In addition, he has oversight of all of our browser based environments (Internet/Extranet/Intranet).

Larry has demonstrated a great capacity to work well with others in a variety of groups he interfaces with.  He has provided excellent direction through several major system migrations over the years.

I have no hesitation in recommending him for key positions in any technology genre.

I am pleased to provide a letter of reference for Larry Lulay.  He has worked as a Systems Analyst II for the Oregon Department of Education's Database Initiative Project since January 1998.  In the past ten months, Larry has demonstrated solid technical skills and a commitment to making the project a success.  He is a team player and shows enthusiasm for his work.

Larry came to the project with Access database programming skills and has been eager to increase his skills.  Larry is a fast learner.  He has taken the lead on designing and creating web pages for the project and is learning Visual Basic programming to support data loading requirements.

It is a pleasure working with Larry.  He is very customer-oriented and prides himself in delivering more than he promises.  His attention to detail, creativity, and focus on quality are all contributing to the project's success.  Larry has been a key player in promoting teamwork and cooperation among his co-workers.

Dear Prospective Employer:


I am the Division Administrator of the Support Enforcement Division.  We have approximately 300 employees collecting child support in eight locations around the state.  Mr. Lulay currently works on our central staff as a data analyst (administrative specialist 2).  We are probably one of the most automated agencies in state government.  Mr. Lulay has thrived in this environment, particularly in working with PCS and PC networks.  We have found him to be hardworking and innovative.

Mr. Lulay has worked in several divisions and agencies since he joined the Department of Justice in 1986.  I have known him since he first became employed by the Department of Justice and have followed his promotions to ever increasing positions of responsibility over the years.  He was sought out by us to work in his current assignment because of his talents and record of being a problem solver.  A particularly interesting thing is that he has acquired his computer skills on his own with little formal training.

Mr. Lulay has a good sense of humor.  His peers find him easy to work with.  They also consult him often with technical questions.  I predict he will continue to be promoted to positions of increased responsibility.

I have known Larry since he came to work for the Oregon Department of Justice 10 years ago.  For seven of those years he has been assigned to the Support Enforcement Division, and for the last 3 years, he has been assigned special projects involving the development programs for our PC LAN.

While I am not qualified to judge his technical skills, I can assure any prospective employer that Larry is highly intelligent, internally motivated and works very well without supervision.  He is well liked and works very well with others.  Larry is very focused on the task at hand and displays a high level of determination in whatever he is involved in.  Larry is committed to self-improvement.  I have observed him grow professionally over the years, due in large part to his dogged determination to improve his skills.  I believe these qualities reflect very well on Larry and would make him a valuable asset to any employer.

Larry Lulay has worked for the Oregon Department of Justice since 1986 and has been assigned to the Department of Justice, Support Enforcement Division for the last six years.  During that time Larry has been promoted several times.  Larry's success in the Department of Justice can be attributed to his intense desire to learn and to excel in everything he does.

Larry is gifted in his ability to understand and manipulate computer programs.  He is self-taught and quick to get to the essence of how a system or a program is put together.  He has developed several programs that have become an integral part of the child support program.  These include several database and spreadsheet programs that are in use throughout the state.  He has provided individual and group training to support staff, user analysts, and management.  Training topics include the following software: DOS, Windows, Excel, Word Perfect, as well as other self-developed programs.

Larry has the respect of his peers and colleagues not only for his technical talent, but also for his ability to communicate with people from a wide variety of backgrounds.

In summary, I would recommend Larry for any employment or educational opportunities that he might seek.
